Dying to Give Life: Delivering Nigeria's Maternal Health Guarantee
Nigeria guarantees maternal care on paper. The money rarely reaches the bedside. With SB 886 — the National Health Act (Amendment) Bill 2026, which would double the Basic Health Care Provision Fund earmark from 1% to 2% of the Consolidated Revenue Fund — through the Senate and awaiting House concurrence, this brief traces the four breaks in the chain between the earmark and the delivery room, then sets out three anchor fixes, three downstream reforms, what each would cost, and a five-point ask for the committees that will decide.
